8th Canadian Pollution Prevention Roundtable

Peer Review of the Health Science of Particulate Matter and Ozone in Air PM
& Ozone

The Canadian Council of Ministers of the Environment's Joint Action
Implementation Coordinating Committee (JAICC) for the Canada-wide Standards
for Particulate Matter and Ozone has invited CEN to oversee the selection
of 2 ENGOs (in addition to the ENGOs on the Core Advisory Group) to
participate in a workshop March 22 in Calgary. Where a representative of
the peer review panel will share preliminary findings of the scientific
peer review. This opportunity is being extended to members of the
scientific and policy community who have expressed an interest in the
scientific peer review process and stakeholders in the CCME Canada-wide
Standards process for PM and Ozone. Interested candidates should fill out
the CEN online application form. Contact Derek Stack for more information.

CALL FOR INPUT




i.

Canadian Consultations on UN Commission on Sustainable Development


The Twelfth Session of the Commission will be held in New York from April 19 - 30, 2004. The federal government is preparing the Canadian position for CSD-12. They welcome the views of provincial and territorial governments, First Nations, and civil society. To facilitate consultation, they have prepared a Canadian position paper on Water, Sanitation and Human Settlements. The paper will be found by February 23rd, on the Sustainable Development Website of the Department of Foreign Affairs

Moreover, CEN members are invited to participate in a consultation meeting
with federal government officials in preparation for CSD-12. The meeting
will be held on Tuesday March 9, 2004 from 1:00 to 3:00 pm at the
Department of Foreign Affairs, 111 Sussex Drive, Ottawa. You are asked to
confirm in advance your participation in the meeting with Nadia Stuewer at
(613) 996-1927. If you cannot attend the meeting but would like to
participate by teleconference, also please contact Ms Stuewer. Further
information will be provided closer to the event to those who have
confirmed their participation. If you are interested or for more
information on CSD 12 please see the original government invitation.

Upcoming Population Health Fund Solicitation


The Population Health Fund Section of Health Canada is currently working with staff across the Population and Public Health Branch to establish the 2004-2005 priorities. When available, a Request for National Proposals will be posted on their website.

Recommendations for a Canada-Wide Standard for Particulate Matter, Draft
Final Report

Following the national consultation workshop on Recommendations for a
Canada-wide Standard (CWS) for coarse fraction particulate matter
(PM2.5-10) held in Calgary on November 12, 2003, the draft final report is
available for public review and comment. The report provides a summary and
highlights of the presentations, discussions, observations, conclusions and
stakeholder suggestions arising from the one-day workshop. A copy of the
report is available on the CEN web site. The deadline for comments to
Environment Canada is March 19, 2004.

Evaluation of Canadian Air Emissions Requirements compared to U.S. - Report
Available

Environment Canada has released on CD a report entitled Evaluation of
Canadian Air Emissions Requirements and Environmental Performance in
Selected Industrial Sectors and a Comparison with the United States. The
eight sectors included in this study are iron and steel, base metals
smelting, pulp and paper, chemicals, cement, electric power generation,
upstream oil and gas, and petroleum refining. This report is available in
English only. If you wish to receive a copy, please contact Victoria
Rowbotham.

CEN DELEGATE SELECTION ANNOUNCEMENTS

Youth and ENGO Representatives for the Official Canadian Delegation at CSD
12:

The CEN oversaw the selection of one youth (age 18 to 26) and one ENGO
representative to sit on the Canadian Delegation to the Twelfth Session of
the Commission on Sustainable Development (CSD-12). The CSD 12 will be held
in New York April 19 - 30, 2004. The topic of discussion will be Water,
Sanitation and Human Settlements.

The selected ENGO representative is Leslie Adams from Protect Our Water and
Environmental Resources (POWER), Ontario. The selected Youth representative
is Aftab Erfan from the McGill School of Urban Planning in Montrial,
Quibec. Please contact them if you would like to give your input or if you
would like to receive their report during and after the CSD. More
information on CSD-12 is available on the UN's web site.

CCME PM and Ozone Construction & Demolition Sector (National consultation
workshop)

The CCME agreed to a list of Joint Initial Actions that aim to reduce
pollutant emissions contributing to particulate matter and ozone. In
response to one of these Joint Initial Action commitments, Environment
Canada is organizing a two-day national workshop (March 8/9) to bring
together stakeholders from the construction and demolition industry,
including industry associations, all levels of government, as well as
health and environmental non-governmental organizations. ENGO members of
the CCME PM and Ozone Core Advisory Group (Martha Kostuch (Prairie Acid
Rain Coalition), Anna Tilman (Save the Oak Ridges Morraine), John Bennett
(Sierra Club of Canada) and Bruce Walker (STOP), will be joined by Jim
Mahon (Great Lakes United) and Dave Stevens (CHOKE) at the meeting. The
Foundation Analysis Report for the Construction and Demolition Sector is
expected soon from Environment Canada. Contact Derek Stack for more

Canada-US Bilateral Air Quality Agreement (Ozone Annex)


As Canada and the US prepare for a progress check on the Ozone Annex of the Canada-US Bilateral Air Quality Agreement, the CEN has submitted the names of 5 ENGOs having indicated an interest in participating in those discussions. They are: Dr. Quentin Chiotti, Pollution Probe; Dan McDermot, Sierra Club of Eastern Canada; Sheila Cole, Nova Scotia Allergy and Environmental Health Association; Bruce Walker, STOP; Anna Tilman, STORM.

CCME Core Advisory Group of the Municipal Wastewater Development Committee

The CEN is pleased to announce the results of its selection to the Core
Advisory Group of the Municipal Wastewater Development Committee (DC) of
the Canadian Council of Ministers of the Environment (CCME). The selected
ENGO delegates are: Jolanta Rasteniene, Canadian Institute for
Environmental Law and Policy; Chantal Rouleau, Comiti ZIP Jacques-Cartier;
David B. Brooks, Friends of the Earth - Canada, and; Maureen Reilly, Sierra
Club of Canada.

Manitoba Energy Web Site Launched


As a public participant in the Clean Environment Commission (CEC) review of the Wuskwatim Generation and Transmission projects, Manitoba Wildlands - Canadian Nature Federation has just launched Energy Manitoba, a new web site designed to provide services for public participants and others interested in the Wuskwatim projects proposed by Manitoba Hydro / Nisichawayasihk Cree Nation.

Appeal from Fort William First Nation Grassroots Ethics Coalition (FWFNGEC)


The CEN has received an appeal from the Fort William First Nation Grassroots Ethics Coalition for help in finding assistance in the resolution of band grievances with their Chief, Council and band administration over a deal with SynFuel Technologies.

The FWFNGEC is a non-profit organization and has not been sanctioned by
Chief and Council. Contact: Ms. Theresa Esquega at (807) 623-1014 if you
would like to help.

Our Forests: Designing an economic and social strategy for New Brunswick
Crown Lands

This conference will be held Saturday, April 3, 2004, 10 - 4 pm at the
Centre Communautaire St. Anne, in Fredericton, and is open to New Brunswick
citizens who are interesting in creating a sustainable strategy for their
forests that maximizes the benefits to the people of that province. The
event is organized by members of the Crown Lands Network. Call (506)

Partnering for Sustainability Workshop


CEN members are invited to join the Canadian Institute for Environmental Law and Policy (CIELAP) and the Strategy Institute for Partnering for Sustainability, May 13 and 14 2004 - to explore governance, accountability, best practices, benchmarks and the economics of partnerships in sustainable development. Extended Producer Responsibility Workshop

Great Lakes United and the Association of Municipal Recycling Coordinators
will be holding a two day workshop on Extended Producer Responsibility,
