Try jiggling the cable at the back of the machine and degausing.  Three
possibilities, only one of which is a bad monitor:

a) Loose cable, green wire came disconnected temporarily (the fact that it
came back when you moved the mouse (possibly jiggling the cables back there)
leads me to believe this is most likely).
b) Heavy magnetic field on the other side of the wall interfered for a short
time
c) Green gun is going
