To set up a VPN into the C/N network, you need:

1) Random networking hardware -> 60$ for a hub, 40$ for cabling, ends, etc.
2) Static IP (currently the only way to get this at home is cable internet
access)
3) An IPSec capable router (which can be built from one of the 486s in the
back)

You wouldn't route connections to the outside world through the CN firewall,
if that's what you're asking.  You'd just have access to the internet like
you would any other way, _plus_ you'd be able to reach the hosts behind
quigon.

For cheap, I'd go with SooNet, but if what you want is access to the CN
network, then there's only one way to go... cable.
