Hi Kathie,
As promised we have began to draft a schedule for this year's LET'S DRIVE GREEN clinic program.
We have tentatively selected the dates of the clinic in Sault Ste Marie to be July 12-13. The date selection was based on the approximate dates that we planned to be in your area, your specified preferred dates as well as our budget and travel restrictions. If by chance these dates are unfavorable for you, please let me know (including which dates would be better for you) as soon as possible. I will do my best to arrange things to accommodate your needs, however there may be little we can do to change things.
In terms of funding, we are able to offer you up to $4000 (more details on funding to come later) to help you to organize and host the clinic.
Our final schedule will be completed by March 1, 2005. If you have any questions or require additional information regarding the scheduling please do not hesitate to contact me.

Welcome to the LDG clinic business!
I'm writing to let you know that Sault Ste. Marie is very interested in being on the schedule again. Clean North, a local volunteer environmental group, is eager to promote this as we are beginning a year of focus on transportation issues, including an anti-idling campaign, a new bicycle infrastructure study, and increased lobbying for expanded bus service. The vehicle clinic will be an important link in this yearlong project.

My name is Mark Thompson and I will once again be managing the LET'S DRIVE GREEN (LDG) program for Environment Canada in 2005. I am contacting you to update you on the LDG program and to begin to discuss the 2005 LDG clinic schedule and beyond.
LET'S DRIVE GREEN This season will mark the 20th anniversary of this program. We have grown a great deal since our humble beginnings as the "vehicle inspection clinic program" that was launched in 1986 and visited a handful of communities in Southern Ontario. We are hoping for a great year in 2005 to celebrate our 20th anniversary.
As many of you may already know, every summer, trained staff from Environment Canada work alongside local groups to bring two or three day emissions clinics to communities all across the country. At these clinics a free tailpipe emissions test is provided for motorists, along with helpful tips on how to keep the emissions level low for the life of your vehicle. These clinics are meant to inform drivers on the harmful effects of vehicle emissions on both your health and your environment since the vehicles we drive are one of the largest sources of emissions that lead to smog formation and climate change. 2004 LET'S DRIVE GREEN Season The 2004 season was a great success with almost 7000 vehicles tested in 43 cities across Canada. The 2004 LDG reports have been completed and will be sent shortly to those hosts who have submitted their media packages (MRF and MCIF forms). The reports focus mainly on the media coverage aspect rather than on the emission data analysis. This reflects the shift in program objectives towards public education and outreach.
Survey We are always looking for ways to improve the LDG clinics, and our hosts and partners are a great source of ideas. Therefore, we are currently working on a survey with various questions relating to the clinic, hopefully we can get this to you soon and you will be able to find the time to fill it out and return it to us so we can work to improve the program. In the meantime if you have any comments on any aspects of the program (good or bad) please feel free to send them to me or contact me to discuss.
LET'S DRIVE GREEN Staffing Changes 2004 saw several staffing changes to the LDG program. Both Andy Bastien and Robert Collins have transferred to different areas of the department to pursue other opportunities. Asta Wallace has recently joined the LDG program as a junior program engineer until September and she will be the main point of contact for 2005 LDG scheduling. Another junior program engineer will be added very soon to replace Andy while he is on assignment. Together with Asta they will be rotating in and out as the smiling faces that will be appearing in your communities to deliver the LDG events. I will remain with the program in more of a behind the scenes/management role, but you may see me on the road from time to time. More details will follow on the specific responsibilities of each member of the LDG team and on how we will be communicating with you, the hosts.
Currently, we are planning to hire 2 students for the 2005 clinic season, each for an eight month period (May-December). One engineering student will be hired to assist in delivering clinics in your city. One communication student will be hired as a media resource available to you.
2005 Schedule Similar to previous years the LET'S DRIVE GREEN clinics will be held between April and October and we will start at the West coast and travel east. It has been determined that we do not have sufficient resources to sustain the schedule of 40+ clinics each summer, so this year we hope to deliver approximately 25-30 clinics across Canada. Because this is significantly less than the 2004 season, we may be try to plan our schedule on a 2 year cycle to try to accommodate all of the interest we have and/or we may be forced to screen hosts based on a variety of factors including:
7 Ability to meet our scheduling demands (this will probably be the most important as we need to develop a schedule that optimizes our travel time and minimizes overtime demands.)
7 Past experience (public and media turnout for events, host co-operation on media package, invoice delivery, etc.)
7 Geographic diversity (As a national program we would like to be as comprehensive as possible in terms of covering the entire country)
7 Innovative ideas to increase impact of LDG event in the community (partnerships with other groups or events, new ideas to get more people and media out, etc.)
The following table indicates the approximate dates we will be in each province:

If you are interested in being hosting a LDG event in 2005, please let us know as soon as possible by e-mailing or contacting Asta, and, over the next few weeks, we ask you to determine which dates are not acceptable for you to host a LDG clinic. Once we have received feedback from hosts, we will determine a more refined schedule to present to you.
In order to offer the best services possible to the hosts, media and general public, we have decided that the deadline for establishing the 2005 clinic schedule will be 01 March, 2005. Finalizing the schedule is beneficial for a number of reasons, including:
' Consistency and minimal confusion among hosts, media and the general public ' Allows for better planning, including the national marketing of the program ' Provides sufficient time to complete the contracting process
Funding Procedures As some of you know, the funding procedures for the 2004 clinics was more involved than in previous years, and involved the use of contracts for each event; this process will remain essentially unchanged this year. We will offer funding to each host to offset the costs associated in delivering the clinic, up to a set limit. An additional amount will be paid to compensate the host for their time used in organizing the clinic. Here is brief summary of the process to arrange the contract:
1. Finalize clinic schedule (01 March) 2. Sign Terms of Reference and Letter of Offer 3. Provide proof of insurance 4. Sign contract before clinic 5. Submit invoices (within 60 days of clinic) 6. Payment of invoices

ROULONS VERT Cette saison marquera le 20e anniversaire du programme. L'ivinement a pris beaucoup d'ampleur depuis nos humbles dibuts comme + programme de cliniques d'inspection des vihicules ;, en 1986, qui nous avait permis de visiter une poignie de communautis dans le Sud de l'Ontario. Nous espirons que 2005 sera une bonne annie pour cilibrer cet anniversaire.
Comme bon nombre d'entre vous le savent dij`, chaque iti, des employis qualifiis d'Environnement Canada travaillent de concert avec des groupes locaux pour tenir pendant deux ou trois jours des cliniques d'inspection des imissions des vihicules dans diverses communautis partout au pays. Les membres des iquipes d'inspection offrent aux automobilistes de virifier gratuitement les imissions de leurs vihicules et leur fournissent des conseils pratiques sur la fagon de maintenir de faibles taux d'imissions durant la vie de leur vihicule. Ces cliniques visent ` informer les automobilistes des effets nuisibles des gaz d'ichappement tant sur la santi humaine que sur l'environnement puisque les vihicules que nous conduisons constituent une des principales sources d'imissions ` l'origine du smog et du changement climatique. ROULONS VERT - saison 2004 La saison 2004 a remporti un franc succhs, et prhs de 7 000 vihicules ont iti inspectis dans 43 villes partout au pays. Les rapports sur ROULONS VERT 2004 sont terminis et seront envoyis sous peu aux fournisseurs qui ont soumis leur trousse midiatique (formulaires -- relations avec les midias et couverture midiatique). Ils concernent davantage la couverture midiatique que l'analyse des donnies sur les imissions. Ils tiennent compte du changement apporti aux objectifs du programme afin de favoriser l'iducation et la sensibilisation du public.
Sondage Nous sommes toujours ` la recherche de fagons d'amiliorer les cliniques ROULONS VERT, et nos partenaires et fournisseurs constituent une importante source d'idies. C'est pourquoi nous ilaborons actuellement un sondage dont diverses questions porteront sur les cliniques. Nous espirons pouvoir vous l'envoyer bienttt afin que vous le remplissiez pour nous aider ` amiliorer le programme. D'ici l`, si vous avez des commentaires (positifs ou nigatifs) sur tout aspect du programme, n'hisitez pas ` me les faire parvenir ou ` communiquer avec moi pour en discuter.
ROULONS VERT -- Changements au sein du personnel L'annie 2004 a iti marquie par plusieurs changements au sein du personnel de ROULONS VERT. Andy Bastien et Robert Collins ont tous deux iti muti ` des secteurs diffirents du ministhre afin de poursuivre leur carrihre. Asta Wallace s'est ricemment jointe au programme ` titre d'inginieur subalterne de programmes; elle y restera jusqu'en septembre. Elle sera la principale personne ` contacter au sujet du calendrier de RV 2005. Un autre inginieur subalterne de programmes remplacera bienttt Andy Bastien durant son affectation ailleurs. Asta et les autres membres de l'iquipe se relaieront, comme symboles souriants du programme dans nos communautis, pour rialiser les activitis de RV. Je continuerai ` participer au programme dans les coulisses, comme gestionnaire, mais vous pourrez me voir sur la route de temps ` autre. D'autres ditails suivront sur les responsabilitis spicifiques de chaque membre de l'iquipe RV et sur la fagon dont nous communiquerons avec vous, les fournisseurs.
@ l'heure actuelle, nous privoyons engager deux itudiants en vue de la saison 2005 pour une piriode de huit mois (de mai ` dicembre). Un itudiant en ginie aidera ` offrir les cliniques dans votre ville, et un itudiant en communications sera votre ressource midiatique.
Calendrier de 2005 Comme par le passi, les cliniques de ROULONS VERT auront lieu entre avril et octobre, et commenceront sur la ctte Ouest pour ensuite se diriger vers l'est. Il a iti ditermini que nous n'avons pas les ressources suffisantes pour appuyer un calendrier de plus de 40 cliniques chaque iti. Nous espirons donc en offrir de 25 ` 30, partout au Canada. Itant donni que ce nombre est beaucoup moins ilevi que l'an dernier, nous pourrions itablir un calendrier de deux ans afin de ripondre aux besoins sinon, nous pourrions devoir silectionner des fournisseurs en nous basant sur divers facteurs :
7 Capaciti de satisfaire nos demandes liies au calendrier (il s'agira probablement du facteur le plus important puisque nous devons priparer un calendrier qui maximise notre temps de diplacement et minimise le temps supplimentaire);
7 Anticidents (participation du public et des midias aux ivinements, apport des fournisseurs ` la trousse midiatique, facturation, etc.);
7 Diversiti giographique (nous aimerions que ce programme national offre la couverture nationale la plus complhte possible);
7 Idies novatrices pour accrontre les ripercussions des activitis de RV dans la communauti (partenariats avec d'autres groupes ou ivinements, nouvelles idies pour attirer plus de gens et de midias, etc.).
Le tableau ci-aprhs indique les dates approximatives pour chaque province.

Si vous souhaitez accueillir une activiti du programme ROULONS VERT en 2005, veuillez nous en faire part le plus ttt possible en communiquant avec Asta, par courriel ou autrement. Nous vous demandons de diterminer les dates qui ne vous conviennent pas au cours des prochaines semaines. Une fois que nous aurons regu des nouvelles des fournisseurs, nous pourrons priparer un calendrier plus pricis ` vous soumettre.
Dans le but d'offrir les meilleurs services possibles aux fournisseurs, aux midias et au public, nous avons fixi au 1er mars 2005 la date d'ichiance pour itablir le calendrier des cliniques de 2005. Finaliser le calendrier est avantageux pour un certain nombre de raisons, y compris :
' Assurer l'uniformiti et minimiser la confusion des fournisseurs, des midias et du grand public; ' Permettre une meilleure planification, y compris le marketing national du programme; ' Donner suffisamment de temps pour terminer le processus contractuel.
Procidure de financement Comme certains de vous le savent, la procidure de financement des cliniques en 2004 itait plus complexe qu'avant et impliquait l'utilisation de contrats pour chaque ivinement. La procidure demeurera sensiblement la mjme cette annie. Nous offrirons du financement ` chaque fournisseur afin de compenser les co{ts associis aux cliniques, jusqu'` concurrence du montant maximal itabli. Des fonds supplimentaires seront versis aux fournisseurs pour le temps qu'ils auront consacri ` l'organisation de la clinique. Voici un bref risumi du processus d'itablissement du contrat :
1. Finaliser le calendrier de la clinique (1e mars) 2. Signer les paramhtres et la lettre d'offre 3. Fournir une preuve d'assurance 4. Signer le contrat avant la tenue de la clinique 5. Soumettre les factures (dans les 60 jours suivant la clinique) 6. Payer les factures
