Hello,
I believe a good way to stop scavenging is to have a volunteer do a walk around to the various areas and make sure there is no misc. stuff being hid. I know this seems kind of sneaky, and being kind of untrustworthy of the volunteers, but so far it doesn't seem like anything else is working. I did some walk arounds at the last BOYD and did find stuff that was being kinda scavenged that could have been put to good use in building systems. Anyways just my thoughts.
